Either is great and have wonderful views and good food. The Reef is probably a bit more formal...have you considered The Sky Room? This restaurant also offers great views of Long Beach...as soon as you walk into the building, it will be a totally different experience. There's a doorman who will meet you a the door and take you personally on the elevator up to the restaurant...a little bit more pricey though...
