I want to live in a lighthouse?

I read this on an official United States government website:

To be an eligible entity under NHLPA, you must represent:

a) any department or agency of the Federal Government,
b) any department of agency of the state in which the historic light station is located, the local community in which the historic light station is located,
c) a non-profit entity, educational agency, or community development organization

What exactly does this mean?
Also, I checked the page with the available lighthouses on it, but it was empty!

Please note that I am 14 right now. This isn't going to happen anytime soon.

But this is more than just a "I think that would be kind of cool"-type of thing. It's something I would give anything to do.
Please tell me what that entails.

wow that sounds like a really cool idea! it seems like youre going to have a hard time because it has to be some sort of lighthouse that belongs to the government. but about the environmental community thing i think that means you could keep it on the land for people to look at it sometimes. dont worry i dont think many people will visit unless its a big part in history. i think you should go to a lawyer to see if you can rent out a "run down" lighthouse...that way you dont have to worry about all of the gov't violations. that looks like fun though! good luck :]
