Consider a powerful light rotating like a lighthouse. Observer A and B are watching the sweep of light...?

No.
It means the "warning" went faster than the speed of the bullet.
The only factor between A and B is the speed of the bullet.

The "message was sent ahead of time. A understood he was to fire when he saw the light. B understood he was to duck when he saw the light. No new information, no "warning" was transmitted from A to B.
The instructions given earlier were carried out not at the speed of light, but at a speed slightly faster than the bullet.
